It is the first one. The phrase "who ran  in circles around the circumference of the tree" is additional information about the subject of the sentence, which should always be sandwiched between two commas. When doing these type of revision sentences, read it out loud and pause for 2 solid seconds. You'll generally be able to tell by doing that if you don't actually know the grammar behind it.<span />
