I believe the answer is: No.

In incentive program, in order to obtain the reward, the workers need to fulfill the specific behaviour that required by the employers. In that case, the behaviour is to wear all protection and obey safety rules. When Doug obtained his injury, he did not wear his protection. This make Doug become ineligible for the incentive program.
