In fact, he gave this speech in the Soldier's National Cemetery after the Union army had defeated the Confederacy. Lincoln honoured the dead soldiers and called for a democratic and equal nation.  Ordinary people had to go on working for the construction of this nation. "....that this nation, under God, shall have a new birth of freedom — and that government of the people, by the people, for the people, shall not perish from the earth.", these words from his speech showed Lincoln's intentions.
