The creation of a new empire meant the initiation of a new way of government that could lead the people to be wealthy and prosperous or the beginning of a tyranny that surprised liberties and create poverty. That is what the emperor was accountable for. The kind of empire he was about to rule, the policy he was going to establish, the territories he was going to conquer to add power to his kingdom. And of course, the benefits all of these reported to the citizens.

It can impact the people because you are opening a new enemy or powerful ally that could be of use to people who need it also it could mean of new trade that opens up a new culture to learn and adapt to this could also impact their religion in case the new empire has different ways and religion than than the region

The Cold War was the struggle between "two world superpowers", the "USA and the USSR". It started in 1947 and lasted until the dissemination of the "Soviet Union on December 26, 1991".  

The main goal for the creation of satellite states in Eastern Europe was the need for security. The Soviet Union was the only country in the world and it is  believed that "Western countries" were bent on destroying it.These satellite states gave elasticity between themselves. They gained a huge territory for trading purpose. They have been enriched with power and theory strengthened communism.
