In 1798, the Académie Française, the French council for matters pertaining to the French language, defined terrorism for the first time; it meant a “system or rule of terror.” In the 1800's, terrorism changed from it's initial definition. The 19th century was a period when nationalist movements broke out across Europe. They mostly involved violent attacks against the government to achieve political goals, such as assassination of political figures. In the 1900's and 2000's, terrorist attacks mostly involved targeting civilians and using religious reasons to justify their actions. Starting in the 1960s, the United Nations held several meetings aimed at defining terrorist acts. However, because terrorism was used for very different reasons, certain countries refused to universally outlaw its use. To this day, world leaders struggle to define terrorism.
