He did many things to limit federal powers,<span> he tried to cut federal budget, reduce federal debt and also decreased the size of government departments. Also he repealed the whiskey tax and done the judicial review.</span></span>

In response, a lot of people left South Carolina including both white and blacks to seek greener pastures. They did not head to the same place however, with whites heading south and west and the blacks heading North.
