War and economic crisis are the main cause for this. sometimes it involves religious beliefs and political beliefs. It is really quite hard to explain why genocide still occurs, but for the most part it is hard to blame one factor for genocide because it is a combination of many factors at play.

In summary it involves war, politics, and economics with many choosing to place the blame on others as a way to accuse regardless if they are at fault or not.

An example would be the holocaust when hitler blamed the Jews for the country's defeat, and believed that Germans were the pure race.
