However, they found low salaries, exploitation and lack of relationship with employers among other circumstances . In the social field, IR meant a big differentiation between lower and higher classes since the Capital remained in few hands . The rich became richer and the poor became poorer. However, exploitation brought about the emergence of guilds . In the cultural field , many countries in Europe became industrialized , especially England , what brought about the expansion of the market at international levels. Hence, different cultures were in contact.

Congress would not ratify the SALT II treaty because D) The Soviet Union invaded Afghanistan and C) Russian combat troops were found in Cuba. Because of these two reasons Congress did not ratify the treaty. Six months after signing the treaty, the Soviet Union invaded Afghanistan and the United States discovered that there was a Soviet Union brigade stationed in Cuba which led to the treaty not being ratified.
