The king, as Paine says, is an enemy to liberty - therefore he does not care of the power of his people. The king also said, "YOU SHALL MAKE NO LAWS BUT WHAT I PLEASE." In other words, you shall not change the rules; only I can change the rules. I will change the rules whenever, wherever, and however I want. AND, I get to decide what these rules enforce.
