Answer to question #1: Propaganda is information used to promote or publicize a particular political point of view or cause.

Answer to question #2: The American involvement during World War II (1941–1945) involved a lot of propaganda which was used as a tactic to increase support for the war as well as commitment to an Allied victory.  

Explanation: The propagandists implemented hatred for the enemy and support for America's allies. They sold war bonds and also persuaded people to save some of their material and offer it to the military to use for the war. This propaganda used Patriotism advertisement as a central theme throughout the war and huge campaigns were set out to promote efficiency in factories, reduce rumors, sell war bonds, maintain civilian morale, help war production and create victory gardens.

They are similar because the bill of rights was not obligatory when it was made, the states didn't have to abide by it yet because the supreme court didn't decide so. The Arizona Article II was similar to it to make sure the state abides by it. They are different for the simple reason that there are parts that are not based on the bill of rights, like the bill of rights has things not found in it, but the essence is the same.
