Despite strong Federal administration supremacy of the caliphate got limited by the awakening of the Iranian Buyids and Seljuq Turks. They also limited the administrative supremacy of the caliphate.  

The only similarity between the two caliphates is that they both were ruling in accordance with Islamic Law.
