Answer: C. Some people thought it was unfair to use federal money to build a road that would only benefit a small number of Americans.

Explanation:

At the time there was a lot of questioning about whether or not the federal government was authorized by the Constitution to fund internal improvements, especially considering that would serve only some Americans. Up to that point, most of the country didn´t have proper roads, and the ones that did exist were funded and built by private enterprises, that used them as profit-making toll roads.
