In a country there is no legal system that is eternal, the legal system will always change with the times (community dynamics). Answer:

I haven't seen the video but I'm guessing that poorer kids are most likely to steal things, for example money or food. From more privileged neighborhoods the kids probably has everything they need so most of them wont commit crimes.
