It is the law "no texting and driving". You could end up losing your life and on the other hand as well killing another person. If you have kids you could be putting the child in danger.

I'm pretty sure its a rebuttal because its like a debate some people believe that its okay and others do not. It could also be  a claim but I think its most likely a rebuttal.
