No, putting people to death isn't good.
It really depends on what you call a waste. However, it is up to the government to euthanize someone. As well as it really depends on what you refer to as a waste. As well as in most places euthanasia is limited to veterinarians when it comes to animals. So if they are a living being and were to euthanize themselves it would be considered suicide. Suicide isn't the answer to anything.
