A transitional modifier would not necessarily require a comma of any kind if it is at the very end of a sentence, although this is very much up to the will of the author.

Hi! Technically it is a complete sentance but it's not really gramatically correct or not very explanatory.  It doesen't include any other information, but yes, it is a complete sentance.
