This phenomenon is the opposite of La Nino.

La Nina forms as a result of the build up of very cold water in the pacific ocean beyond the normal level that sustain balance in the ocean water. The cold water begins to sink but it is eventually brought to the surface by the trade winds through up-welling. This will force surface water temperature to drop readily and significantly.
