I'd most likely say A, though they did discriminate since they were fighting this large-scale war, especially against the Japanese. But because this war was going on, they needed as much labor as possible. This was so they could have as much produced as possible, such as weapons and such.

What makes an ordered society

An ordered society consist of a government that can control their people efficiently. One main issue that societies had in the early stages of the world was the fact that they would spread out so much that one ruler could not keep them all under control. Something else needed for an ordered society are laws that are fair for the people. If the laws are unfair and taxes are too high, people will revolt and the leader could get over thrown!
