\frac{1}{10}= 10\%

\frac{1}{10} of 0.09 is equal to find the 10\% of the number 0.09

so

Multiply  \frac{1}{10} by the number 0.09

\frac{1}{10} * 0.09= \frac{1}{10} * \frac{9}{100}=\frac{9}{1000}= 0.009

therefore
