The Senate which is one of the two legislative branches in Congress is responsible for approving the President's choice for Secretary of State. The cabinet members which the U.S. President appoints must all be approved by the Senate. Once the individual is approved by the Senate then this individual is on their way to filling the position they were appointed to.

Also, assuming the producer can't increase prices because such good is price elastic, that is, there will be a greater change in the quantity of the goods demanded, the burden will be felt by the producer alone. Here, we can say that the tax incidence falls on the producer.
