They should be free, because you don't want to be in the middle of shopping, and start your menstrual cycle. Then when you go in the restrooms to get a pad or tampon, they end up being 50 cents each, and with everyone having credit cards, they don't have change anymore. So you end up leaking. And if you're like me, you aren't wearing a shirt that fits, so EVERYONE that walks by sees it. So it'd be a lot easier if the pads and tampons in the restrooms are free.
