The answer is: C. they thought they granting popular sovereignty would allow slavery

Kansas-Nebraska act was created so people in Kansas and Nebraska territory could decide for themselves whether or not they allow slavery within their territory. They never consider that this become one of the factors that lead to the attack from the union army in order to abolish slavery.

The Southerners supported Kansas-Nebraska Act because they thought that granting popular Sovereignty would allow slavery in the territories.

Further Explanation:

The Kansas-Nebraska act was the bill which that was tabled 1854 and asked for ‘Popular Sovereignty” which allowed settlers of the territories to decide if the slavery would be given access and would be allowed within the new borders of the State or not. This bill overturned the Missouri compromise under which there was a use of Latitude as a boundary between free and slave territory. There were allot of conflicts that took place between the ones who supported this bill and ones who opposed it. This conflict led to violence which is known as ‘Bleeding Kansas’ which is considered in a way as start of American Civil War. The North wing of the US Parliament opposed this bill yet it was passed with the support of all the southerners and some northern wings. This outraged many northerners which gave rise to Republican Party which was considered as Anti-Slave party. This gave rise to ‘Kansas Bleeding’ as there was clear confrontation between anti-slavery and pro slavery states. The question of the matter was that will Kansas Enter United States as Slave State or Free State. On the other hand, The Southerners supported Kansas-Nebraska Act because they thought that granting popular Sovereignty would allow slavery in the territories.
