Napoleon would make no sense unless we know that it is the mimesis of Joseph Stalin, who was General Secretary of the Communist Party from 1922 until his death, thirty years later. He decides to fill the barns with sand to hide the poor harvest. This episode is an allusion of how Stalin dismantled agricultural production with his Five Year Plans (which began in 1928).
