after WW2 the soviet union had installed itself into every major form of government in all the eastern countries that where occupied by nazi germany. and im pretty shure even now they maintain some what control over those regions. but if this question is strictly talking about people wanting to immigrate back in the 40's up until the 80's then it is definetly without a doubt C
