The main way in which the development of agriculture lead to the presence of cities is that it created a "surplus of food," since this marked a transition from hunting and gathering. A food surplus meant that people could do other tasks and focus on other skills besides obtaining food--which led to people developing trades that contributed to societies, which grew into cities.
