Explanation a civilization becomes restless and chaotic when they can no longer meet their needs. The whole purpose of being a civilization comes to a halt when the basic needs of that civilization cannot be met. This will cause a hindrance in their growth as a civilization and may never reach its full development potential. Due to the restlessness the civilization will decline
