Before Obama care a lot more people had no insurance, so they we uninsured.  That meant that they would have to pay out of pocket for Dr's visit, ER visits, and medications.  The situation now more people are insured (it's not less expensive, but it is paid differently).
The answer is true because people who had little money to spend on day to day things are less likely to have preventative medical care.  The quality of care is more difficult because by the time the person sees the Dr. the "cure" is more complex, because they waited to long and are more sick.

The cerebellum is mainly in charge of memory. Reduced muscle tone is more so caused by not being fit. But depending on the issue, it can happen when the cerebrum is injured. Withdrawal symptoms are for those who take certain things and maybe tw abuse it which causes them to long for it when it runs out. The most reasonable answer with science knowledge is balance issues.
