It got further intensified by the Vietnam War because men denied voting rights. In US Supreme Court case of Oregon versus Mitchell in 1970 in which Supreme Court ruled that right of regulating the minimum age in the federal election is with the Congress, but not at local and state level.

The slogan for youth rights movement was based on the ideology that people are never old to fight for a cause and never old enough so that they can vote. During the period of World War-II USA President Roosevelt reduced the age to 18. Georgia was the first state to reduce the voting age to 18 in 1943. The youth activists those who were fighting for voting rights held parades and presentations to focus the attention. Near about 60 resolutions were presented in the Congress to decrease the voting age. Then Congress made the voting rights legal document (act) of 1965 which contained this provision.

It also depends were you are. While the quarters circulate in the entire country, the area around the state gets more of them than any other part of the country. The first 13 states were (mainly) in the north east, so that is where they have been the most common. They are now starting to move south - they've already done Tennessee and Louisianan is this year.

In the coming years they will move west and the coins will become more rare here in the east.
