Well they should and shouldn't

.im saying this because if they only prioritize on doing environmental things then that new country will fail almost immediately.due to not having a stable government which will intern cause it to be like an every man for them self's type of situation.
 
But on the other hand if they dont only go after there government issues then there natural resources will run out causing starvation,low birth and death rate,etc. intern causing in a short amount of time it to become like a third world country and be barely scrapping bye.
