All I would know on this matter, is : America joined WWI because of the American lives being lost on Passenger liners such as the RMS Lusitania.

Answer: Advantages to the New Jersey Plan included giving smaller states equal power to larger states in the federal legislature, as well as giving the federal government more power to raise taxes, to regulate commerce, and to control foreign policy.

Although popular, the Virginia plan had several flaws. It did not distribute enough power to the small states, a major reason why it was not passed. In addition, many felt it did not give enough power to the state government, and would corrupt the nation, turning it into a monarchy.
