They signed that they would be good members of the society and obedient, not  making problems for others. This also meant that they would open offices or shops and try to participate in building a new society, including making laws or similar things.

In Pennsylvania, trade was regulated with the natives for multitudes of resources. In Virginia, they weren't accepted / allowed & were geographically, as well as culturally isolated from the English colonists; resulting in several series of battles.
