I'm not really sure what it is you need in this sentence. If we just need to complete the sentence using the appropriate form of the verb, then the answer is quite simple. The phrase 'looking forward' is always followed by a preposition 'to' and the gerund form of a verb (verb + -ing). So, the correct answer would be to going.
