This form of government was first evolved in Athens, which was one of the Greek city-states. Cleisthenes (the lawgiver) proposed reforms in the Athenian Constitution in order to authenticate the rule by people. Accordingly, he established democracy and more particularly Direct Democracy in Athens in 508 B.C.

The Athenian Assembly was a direct democracy. It was a place for all male citizens of Athens to come and speak their minds. They addressed law, rights and responsibilities.
