FEMA--Federal Emergency Management Agency

This federal program is responsible for managing natural and man-made disasters in the US. During hurricane Katrina, FEMA was delayed in their response leaving many without shelter, food, or water. Though states had requested help prior to landfall, most of the help from the federal government began days after the hurricane hit.
