President Hoover published a speech on 28 July in which he alluded twice to so-called "bonus marchers" and added: "A significant number of names have been checked, which indicates that much of the others are not veterans; many of them are radicals and people with criminal backgrounds."

After World War I success, in 1924, the US government has promised service employees a bonus in 1945. The "Tombstone Bonus" was also identified.
