The site is a collection of temples, ashrams, images and inscriptions. The structures in this perimeter were raised over the centuries and lies right beside the banks of the holy Bagmati river. Poll taxes, , effectively prevented African Americans from having any sort of political power, but greatly in the South. When the 24th amendment passed, five southern states, Virginia, Alabama, Texas, Arkansas, and Mississippi still had poll taxes.

On January 23, 1964, the U.S. ratified the 24th Amendment to the Constitution, prohibiting any poll tax in elections for officials. The Congress has the power to enforce this article by appropriate legislation. If a citizen does not have enough money to pay poll tax to vote, it would be unconstitutional to not let those people vote.
