The effects on the people were much worse than before and people were much more open to rebellion. The idea of nationalism and national pride started coming during the age of Romanticism and Napoleon's conquering. From that point on, any countries that people wanted to conquer usually offered high resistance as people saw that it was possible to be independent and didn't want other countries to rule them.
This is an opinionated question. Ill give you mine though. I believe it was, because if not everyone agreed they probably would have started quarrels which could have led to a war. If only 12 colonies chose to sign only do that to those 12 colonies but not the 13th one. Remember everyones answers will vary.
