This was a symbol used by countries to signify their position in the war.  
People who chose dove wanted peace. Choosing hawk, on the other hand, means they agree on war.  <span>The differences in beliefs created polarization among the people. </span>The dove and hawk believed had a different perspective on spending military budget.
