It was the Second Continental Congress that coordinated the war efforts, including the searching for the funds. It was also this Congress that helped to move the American people towards supporting the Patriots. It was the Second Continental Congress that finally adopted and ratified the Declaration of Independence. So in this case, the adjective I would use here would be: organizers or coordinators.
