The Second Continental Congress, which succeded the First one, was conformed by most of the delegates of the First Continental Congress, and also by the Founding Fathers.

Essentially, and in the beginning, the Second Continental Congress attempted to restore peace with Britain by sending letters of petition, and a letter of grievances to King George III. In this particular case, the adjective that would describe the Second Continental Congress would be: pacifists. They did everything within their power to prevent war with Britain from breaking out.

However, historically, it is also known that while the Second Continental Congress tried to hold an olive branch towards the British, at the same time it was also already becoming the organizing center for the efforts towards independence. It was the Second Continental Congress that coordinated the war efforts, including the searching for the funds. It was also this Congress that helped to move the American people towards supporting the Patriots. It was the Second Continental Congress that finally adopted and ratified the Declaration of Independence. So in this case, the adjective I would use here would be: organizers or coordinators.
