Let us write an equations 

1st pizza place costs 9.95 + x dollars, where x is the number of toppings 
2nd pizza place 6.95 + 1.5 y dollars, where y is the number of toppings

We are interested when they are equal: 

9.95 + x = 6.95 + 1.5y
3= 1.5y - x
As the questions asks for the same ammount of toppings, x=y

3= 1.5y - x this becames
3=0.5 x
x=6

Lets check 
9.95+6=15.95
6.95+6*1.5=15.95 

So the answers is 6
