Clark Clifford was a U.S. Navy officer during World War II (1939-1945). He worked by President Truman's side as his adviser. In fact, one of his first assignments was to create an analysis report on the Soviet Union's behavior after the war. As a result, Clifford reported the <em>"American Relations with the Soviet Union"</em> (1945).

In the document, Clifford stated the primary goal of The U.S. strategy towards the Soviet Union was to reassure Soviet leaders that engaging in a program of international cooperation is in their interest and that there are no major causes of war between the two nations. Though, most capitalistic international leaders believed somehow that war with The U.S. was inevitable so international peace would only rely on "accord", "mutual understanding" or "solidarity" with the Soviet Union.
