B) They were all totalitarian states.

Japan: Japan was mostly a totalitarian state, with the military as the core power and the emperor as the figure-head.

Italy: Italy fell into Fascism as Mussolini as the dictator that controlled all of Italy and envisioned a new Roman Empire, which led to his ambitious effort of joining Hitler in trying to take over the Western Hemisphere.

Germany: Germany became a totalitarian state after the rise of power of Hitler during the Great Depression, as people saw that their government failed, and with popular support, Hitler was able to gain power and become the leader.

Soviet Union: The USSR was always a totalitarian state, though communism (which was, though a great idea, a failure), as while everyone is made equal, only the government had the power to choose who is in the government (which led to autocracy and dictatorship.)
