RA #1425 never mention Rizal as a national hero because the clergy from the Catholic Church did not consider him as one. On the contrary, the clergy thought Rizal was a Communist with strange ideas that jeopardize the teachings of the Catholic Church.

So I think that the church, who had a strong influence in the Philippines at that time exerted its influence over society to not consider him as a hero.

The Rizal, proposed by Senator Claro M. Recto, ordered to include courses about nationalists José Protazio Rizal in all school programs in the country.
