Many of the leaders of the Soviet Union, prior to the 1980s, could be described as "<span>B. hard-line Communists," since this was before the time when it became clear that at least some amount of moderation was needed. </span>

Advantages

They need not fear that their vote will impeach them. In other words they get to vote their conscience.

The experience they gain from the years of service makes them experts in the particular law they are judging.

Disadvantage

Should they become ill (I'm thinking of the Supreme Court here), their vote may mean something if they are not there.

They become to set in their ways.
