The three basic notions on which democracy is based upon, are listed as follows:

1. The dignity and worth of every individual citizen is upheld and recognized.
2. The equality of the people is is respected.
3. Respect on the majority rule and insistence on minority rights.
4. Necessity of acceptable compromise
5. Insistence of individual freedom

The first three notions deal with individuals. These three may clash in ideas, so the 4th notion was necessary. Democracy is the government of the people, by the people and for the people. In a nation made up of millions of citizens, not all views and opinions of a certain individual is followed. Division will be made because of the diversity. But since equality is of importance, the best compromise would go to the majority.

Based on the level of control that the national government has, the system of government in France must be a Unitary system.

What happens in a unitary system?

In a unitary system, the national government maintains absolute power in the governing of the nation. There might exist local governments but these are created by the national government who can also abolish them at any time.

This is the case in France where the French government can create the regions in the nation and also abolish them should they feel like it.
