Cytokinins present in the cocnut milk are attributed to this effect. Cytokinins stimulate shoot initiation, root growth, cell division, and leaf senescence.</span><span />

Cytokinins specialize in cell division, shoot hormones, and shoot function. Also root development and embryo formation. Coconut milk could induce cell division, and changing the ratio in auxons to cytokinins in a plant can induce in either root or shoot development.
