The Roman Peace was a period of time approximately between 24 B.C. and 180  A.D., also called Pax Augusta,since the first Roman emperor to rule these years was Caesar Augustus. This refers to the peaceful time of those 200 hundred yearts in which the Roman Empire consolidated its power and flourished in several aspects such as economy, culture and politically.  

It was an occasional reality, because it certainly came to an end, and the upcoming years were conflictive. In addition to that,it was an effect of Roman conquests, and the assimilation of the conquered nations of Roman culture,language and law, so answers a and b might apply, but more strongly B,because the Roman Peace had direct effect over the territories they had conquered around the Mediterranean Sea.

Finally, it could not be completely accurate to say that it was an one sided view, because if it had been a weak peace, there wouldn´t have been possibilities to develop as they did during those 200 years.
