Explanation:

Writing is in the third-person when it is narrated by an outsider looking, from the third-person point of view, therefore the narrator uses pronouns such as he, she, it and they. Which it's exactly how the given excerpt is written, the narrator is not talking about him or herself, nor you, but about somebody else's actions, about Allie.

Now, the third-person narrative can be either omniscient or limited, when it is omniscient,  the narrator knows all of the thoughts and feelings of all of the characters in the story, and may describe any part of the backstory. On the other hand, in a third-person limited narration, the narrator tells the story from a closed perspective, focusing on the actions, thoughts, and feelings of one character at the time (usually the main character), like in the excerpt which only focuses on Allies' actions and thoughts.
