Therefore, government staff should develop disaster-recovery plans for the most vital transportation systems. Local governments also need to provide short-term and longer-term housing for those who lose their homes. Designated shelters, such as schools or other community buildings, should be made ready for this purpose. Governments also need to help people get insurance payments, loans for rebuilding, and sound advice for where to locate new homes and how to strengthen them.
