Bodies of water can affect local winds because wind is made by uneven heating in earth's surface. to get uneven heating, one part of the earth's surface is hot and the other part is cold and without the water cycle, there is no uneven heating which leads to no wind. if earth's temperature is all the same , there's not way of wind.

Th warm air over land rises and the cold air over the water rushes in to fill that gap, creating a wind away from the water.</span>
